Influencer marketing in Visakhapatnam and Bhubaneswar
Vizag spends from a port, steel, pharma and data-centre economy; Bhubaneswar from a capital, a temple city and an IT park. Who buys creators in each, Telugu and Odia casting, filming permissions at beaches and temples, and the calendar that decides launch dates.

In both cities the question that decides a campaign is who is buying and in which language, not where the creator lives. Visakhapatnam spends out of a port, steel, pharma and now data-centre economy, and its audience speaks Telugu with a coastal accent beside a large Hindi-speaking workforce. Bhubaneswar spends out of a state capital, a temple and handicraft economy and an IT park, and its audience watches in Odia first. The commonest mistake is briefing either city as if it were its state.
The short version for both cities
In short
- The industrial names around Visakhapatnam sell mostly to other businesses. The consumer money near them is retail, tourism, property and hiring.
- Bhubaneswar buys on heritage, handloom, sport, education and technology. The audience watches in Odia first.
- Instagram’s announced reel translation list for Indian languages names Telugu and leaves out Odia, so Odia work needs a human translator.
- Beaches, hills, temples and protected monuments each have their own permission holder. Find the holder before you cast.
- Cyclone season runs into the festival and wedding season on this coast. A launch date needs a weather fallback.
Who actually pays for creators in these two cities
Start with a distinction the search results blur. Visakhapatnam is famous for industrial names, and most of them sell to other businesses or to government. A shipyard or a steel plant does not run a reel campaign. The consumer money sits in what grows around them: showrooms and retail, hotels and tour operators selling Araku and the beaches, property near the coast, clinics, coaching centres, and employers trying to hire people into new campuses. That list is the desk’s reading of the sources below and not survey data, because nobody publishes creator spend by city.
Bhubaneswar has the same shape in a different material. The buyers are the heritage and tourism circuit, handloom and handicraft sellers, retail along Janpath and in the Unit-1 market, sport events, colleges and the IT employers in the parks. A brand with a product to sell to a family in either city finds that audience through the occasion first and the creator second. Read the matrix before the next sections, because every later section is a consequence of one of its cells.
Where each city’s money comes from, and what a brief borrows from it
| Commercial engine | Brands that book creators | Language and register | Where the camera goes | |
|---|---|---|---|---|
| Visakhapatnam | Major port, steel plant, shipyard, refinery, medical device park, pharma estates, a new AI data-centre campus | Retail and showrooms, hospitality, property, hiring teams, clinics and coaching | Telugu with a coastal accent, Hindi and English for the industrial workforce | Beach Road, Kailasagiri, Rushikonda, Araku and Borra Caves |
| Bhubaneswar | State capital, temple and heritage circuit, handloom and handicrafts, IT parks, hockey and sport events | Tourism and hospitality, handloom sellers, retail on Janpath and Unit-1, education, IT employers | Odia first with its regional forms, Hindi as the bridge, English in the tech parks | Ekamra Kshetra temples, Bindusagar, Dhauli, Konark, Chilika, craft fairs |
Visakhapatnam: a working harbour that is becoming a data-centre address
The district administration describes an industrial city built around Hindustan Shipyard, Hindustan Petroleum, Coromandel Fertilisers, Bharat Heavy Plates and Vessels, Hindustan Zinc and the Visakhapatnam Steel Plant. The steel plant is run by RINL, which the Cabinet gave a revival package and which the Ministry of Steel calls the only offshore steel plant under government ownership in Andhra Pradesh. The Visakhapatnam Port Authority is a major port, and press reports on its own data say it set a cargo record in 2025-26. Pharma sits at Parawada in Jawaharlal Nehru Pharma City, and the Andhra Pradesh MedTech Zone makes medical devices beside the steel plant.
The newest layer is technology money. Google announced its first AI hub in India at Visakhapatnam, a gigawatt-scale data-centre investment over 2026 to 2030, and a breaking-ground release in April 2026 followed. What that means for a brand is narrow and practical. Employers will hire in volume, landlords and developers will market homes to incoming staff, and restaurants and clinics will chase the same households. It does not mean the city has a settled creator market of its own. Treat it as a reason to test with a small paid plan, not a reason to sign a long retainer.
Retail geography follows the old city. The Chamber of Commerce directory lists the big malls and showroom strips at Jagadamba Centre, Dwaraka Nagar and Maddilapalem, and the beach front from RK Beach towards Rushikonda is where tourists, couples and weekend crowds gather. A store-visit brief should name the cluster it wants people in. A hotel or property brief should say whether the guest is a family from Hyderabad or Kolkata or a corporate traveller, because the content is different.
Telugu on the Vizag coast is not Hyderabad Telugu
Andhra Pradesh and Telangana share a language and a film industry, and brands often send one Telugu script to both. That works until the voice is on screen. A Visakhapatnam audience reads a Hyderabad creator as a visitor, and the reverse is also true. Hyderabad influencers covers the Telangana register in detail, and South Indian influencers puts the four southern languages side by side. If the sale is in Visakhapatnam, ask for a creator whose own speech and own audience are coastal Andhra.
Two caveats. First, Hindi and English carry the port, plant and campus workforce, so a hiring or property brief aimed at them may not need Telugu at all. Second, the claim that north coastal Telugu carries Odia vocabulary in the border districts is common in regional writing, but the desk found no census-grade source that says how far it runs. Treat it as something to listen for in a sample and not as a casting rule. On platform tools, Meta’s newsroom said on 28 November 2025 that Telugu will be added to Instagram’s AI reel translation, alongside Bengali, Tamil, Kannada and Marathi, and a 16 January 2026 update said the feature was rolling out to everyone. Check the live feature before you plan a Hindi-to-Telugu dub around it.
The brands that book creators in each city

Shooting in Vizag: the beach, the hill and the forest each have an owner
A Times of India report from 2020 on producers returning to the city said filmmakers are usually directed to the municipal corporation, the development authority, the forest department, the city police and the railways, depending on the spot. The state film corporation runs a single-window permission desk. Its application form says the application must go in a week before the shoot, that permission depends on the location being free, and that the officer in charge can stop a shoot. It lists city roads, parks and beaches and names Kailasagiri and the Submarine Museum. The form still carries COVID-era wording, so confirm with the corporation that it is the current one.
A creator filming a casual reel on a public beach is in a grey zone, and the desk will not pretend the line is bright. A crew with a tripod, a rig or a branded set is not casual. The Waltair Veerayya pre-release event shows how the beach front gets handled: permission for RK Beach was withdrawn on security grounds because Sunday crowds there are already heavy, and the event moved to the Andhra University grounds. A brand shoot is smaller but the same logic applies, so book a weekday, shoot early, and write the fallback location into the brief. For Araku and Borra Caves the district tourism pages put the caves in forest-tourism territory, which means forest rules and timings. Since the 2022 district reorganisation, Araku and Borra Caves fall in Alluri Sitharama Raju district, so address permission requests to that district rather than Visakhapatnam.
A public-location shoot in Visakhapatnam, in order
- Name the exact spot Beach, hill, museum, road or forest
- Find who controls it City corporation, the development authority, forest department, police or railways
- Apply through the state film corporation Its form asks for the application well before the shoot date
- Pay the deposit and sign the conditions Police arrangements and no damage to property are on the form
- Pick a weekday and a weather fallback Sundays crowd the beach front
Bhubaneswar: a capital, a temple circuit and two IT parks
The city sells itself as the temple city. Odisha Tourism describes the Lingaraj Temple as the finest expression of Kalinga architecture, built in the 11th century and dedicated to Harihara, with the Rukuna Ratha Jatra among its festivals. Konark, an hour away, is a UNESCO World Heritage Site. Those facts matter commercially because they feed the tourism, hospitality and craft economy, not because a temple frame makes a campaign work. A heritage backdrop with no read on what it means to the people watching reads as tourism wallpaper.
The technology side is real and official. The state IT policy gazetted on 28 October 2025 names Infocity and Infovalley in Bhubaneswar as the technology parks, and STPI Bhubaneswar dates from 1990. Odisha also has a startup policy listing on Startup India, though the version shown there covers 2016 to 2020 and a brand should not cite it as current. For a brand, the point is the employer brief: IT hiring, student recruitment and relocation content reach people who live in Patia and Chandrasekharpur, not people in the old town.
Sport is the other engine, and it is easy to miss from outside. The Kalinga Stadium in Bhubaneswar and the new stadium at Rourkela hosted the 2023 men’s hockey World Cup, and the state government sponsors the national hockey teams. Fitness, sportswear, nutrition and education brands can borrow that interest honestly. Retail is mapped by Incredible India: Ekamra Haat for handloom and Pattachitra, Market Building at Unit-1 for everyday goods, and Janpath for branded stores. A handloom brief shot at Ekamra Haat makes sense. A phone launch shot there does not.
Odia first: a language with regional forms and thin platform support
Census 2011 table C-16 for Odisha groups Sambalpuri, Desia, Bhatri and other forms under the Odia heading. In practice that means Odia in the capital and Odia in Sambalpur or Koraput are not the same speech, and a creator from Bhubaneswar and Cuttack is not a creator for western Odisha. Hindi works as a bridge for migrants and students, and English works in the tech parks, but a temple, handloom, civic or family-product brief is written for people who think in Odia.
The platform gap matters. The Meta announcement above names Bengali, Tamil, Telugu, Kannada and Marathi for AI reel dubbing and does not name Odia. That list is from November 2025 and may have changed, so read the current feature page before relying on it. If it has not changed, an Odia reel needs a human to write and voice it, which is a line in the budget and a day in the timeline. The Odisha State Film Policy also states an aim to promote quality Odia films, so film-adjacent talent exists in the state. The desk could not verify how many Odia-language creators are active on Instagram or YouTube, so the desk does not quote a figure. Ask each shortlisted creator for an audience export and a sample in Odia.
Casting for language in these two cities

Filming temples and monuments in Odisha: what is closed to you and to the lens
The Lingaraj entry rule is plain on the Odisha Tourism page: only Hindus are permitted inside, and non-Hindus get a viewing platform outside the complex. Puri works the same way. That settles casting before a script exists. A creator who may not enter cannot be written into a darshan scene, and a creator who may enter should still not be asked to film the sanctum. Visitor guides state that phones and cameras are barred inside both shrines. The desk could not find that rule on the administration’s own pages, so ask the Shree Jagannatha Temple Administration and the Lingaraj temple office in writing before the shoot.
Konark is a different animal. It is an ASI-protected monument, and the Ancient Monuments rules say filming at a protected monument needs a licence. The old text asked for an application three months ahead, and the Survey now routes requests through its SAHMAT portal, so check the current lead time and fee. A 2020 fee waiver for heritage filming excluded 27 iconic sites including Konark, which is a reminder that the famous sites are the ones with the tightest rules. For ordinary location filming Odisha says it offers a single-window route through the GOSWIFT portal under its film policy, and the policy page lists a district-level film facilitation committee. That machinery is built for film units, so an influencer shoot should ask the district office whether it applies.
Before a creator films at a temple or monument in Odisha
- Does the shrine admit the creator at all? Lingaraj and Puri admit Hindus only.
- Are cameras and phones allowed inside? Ask the temple office and do not rely on a visitor guide.
- Is the site a protected ASI monument? Then filming needs a licence from the Archaeological Survey.
- Is the shot from a public viewing platform or a road? Then the shrine’s rules may not apply, but police and crowd rules do.
- Does the date fall in a festival window with a no-flying order for drones?
- Does the script show worship, offerings or priests? Show it to someone from the community before shooting.
Rath Yatra is the sharpest case. In 2026 the Puri administration declared a five-kilometre no-flying zone from 16 to 27 July, with drone flights barred except through a nodal officer. A branded aerial of the chariots is therefore not a thing to promise. Plan the festival from the road, the roof of a cooperating building or the live feed, and ask whether the administration or the district has a media process for the year you are shooting. The Rath Yatra date moves with the lunar calendar, so read the state events page each year.
Four steps before any beach, hill or temple shoot

Two festival years that barely overlap
The Visakhapatnam district page puts the festive season between Diwali in early November and Sankranti in mid-January, with Visakha Utsav on a January weekend and the Chandanotsavam at Simhachalam on Akshaya Tritiya, in April or May. The Sri Kanaka Mahalakshmi temple holds a month-long Margasira festival in the winter. That puts the Telugu gifting, jewellery, home and sweets peak from November to January, with a second bump in spring.
Odisha’s state calendar runs on other hooks. The Odisha Tourism events page lists Pana Sankranti and Utkal Dibasa in April, Raja Parba in June, Rath Yatra in the monsoon, Durga Puja at Cuttack and Bhubaneswar in October, the Bali Jatra fair on the Mahanadi at Cuttack in late November, the Konark Festival in December, and the Toshali Craft Mela and Adivasi Mela in Bhubaneswar in the winter. A handloom or craft brand should start in October and run to February. A tourism brand has its own window in the cooler months. A family-goods brand should treat Durga Puja as the October peak.
The festival clock of each city

Weddings are the third clock. A Times of India report from Bhubaneswar counted 21 auspicious wedding days between mid-November and mid-December in one year, with hundreds of ceremonies on a single day, so venues and photographers are booked solid on those dates. Muhurat dates differ every year, so check the panjika for the year you are planning. Wedding season influencer marketing in India and Diwali influencer campaigns cover the national version of these peaks. For hotels and tourism in either city, travel and hospitality influencer marketing covers the stay-for-content arrangement.
Weather, couriers and a launch date with a fallback
Both cities sit on the cyclone coast, and the calendar above collides with it. The India Meteorological Department notes that storms in the Bay of Bengal more often strike the Odisha and West Bengal coast in October and the Andhra coast in November. Cyclone Hudhud made landfall over Visakhapatnam on 12 October 2014 and was the first to cross that coast in October since 1985, and Cyclone Fani crossed near Puri on 3 May 2019 per IMD’s list of coastal storms. A festival launch in October or November on either coast needs a reshoot clause in the creator contract, product shipped early and a second date. Influencer contract clauses covers force majeure wording.
Product logistics is mostly about time. Ship seeding kits to creators well before the shoot date, because a late parcel in a festival week or a storm warning can end the plan. The desk has no source for the delivery and cash-on-delivery habits of each city, so ask the creator what their followers actually use and ask your courier for a recent delivery record to the pin codes you are targeting.
Where a creator is the wrong tool
Some briefs for these cities should not go to a creator at all. A supplier selling to the port, the steel plant or a pharma estate buys through purchasing teams, trade shows and professional networks, so LinkedIn influencer marketing for B2B brands is the closer fit. A campaign that needs a darshan scene from a non-Hindu creator cannot be made. A launch that cannot absorb a weather delay is better run through paid ads. If your only goal is a local postcode on the creator, check the audience first with how to check an influencer’s audience, because a creator’s home city is not their audience.
What a brief for each city has to change
The one generic piece of advice for every city is to put objective, budget band, market, timeline and language in the brief, as how to brief an influencer marketing agency sets out. For these two cities the lines that change are below. They are illustrative, written to be adapted.
Visakhapatnam, a hospitality brief. “Audience: families in Visakhapatnam and Hyderabad weekend travellers. Language: Telugu in a coastal Andhra register, with an English caption. Locations: Kailasagiri and the beach front on a weekday morning, with the creator’s own location permissions confirmed in writing before the shoot. Window: November to January, with a rain and cyclone reshoot date agreed in advance. Check: audience location export before payment.”
Bhubaneswar, a handloom brief. “Audience: Odia-speaking women in Bhubaneswar and Cuttack. Language: Odia script and voice, written by the creator or a paid translator and not machine dubbed. Locations: Ekamra Haat and the creator’s home, with no filming inside any temple. Window: October to February, avoiding wedding dates that crowd the venue. Check: sample in Odia before the rate is agreed, and an audience export.”
Each of those has three lines the generic brief lacks: the register of the language, the permission holder for every location and the weather fallback. Add them and most of the avoidable rework in these two cities goes away. The desk behind vexo.club is based in Delhi NCR and does not have an office in either city, so for a shoot in Visakhapatnam or Bhubaneswar the permissions and the on-the-day work belong with the creator and the location holder, scoped into the plan before anything is booked.
Questions brands ask
Is Visakhapatnam a good city for an influencer campaign? It can be, for the right buyer. The port, steel and pharma names mostly sell to businesses, so the consumer money is in retail, hospitality, property, clinics and hiring. Test with a small paid plan and an audience export before committing a retainer.
Do I need Vizag-based Telugu creators, or will Hyderabad creators work? If the sale is in Visakhapatnam, prefer a creator whose own speech and audience are coastal Andhra. A Hyderabad creator can carry an Andhra-wide or Telugu-wide brand, but the register differs on screen. Hindi or English creators suit a workforce or tourism brief.
Do Bhubaneswar campaigns need Odia creators? Usually yes for family, temple, handloom and civic products, because the audience thinks in Odia and Odia has regional forms. Hindi and English can work for IT hiring and student audiences. The audience export settles it.
Can a creator film inside Lingaraj, the Jagannath Temple or Konark? Lingaraj and Puri admit only Hindus, and visitor guides say phones and cameras stay outside, so confirm with the temple office. Konark is a protected ASI monument and filming needs a licence from the Survey. Plan viewing-platform and exterior shots only after written confirmation.
Do I need permission to shoot a reel at RK Beach or Kailasagiri? For a casual single-person reel the rules are unclear, and the state film corporation’s form covers city roads, parks and beaches. A crew, a rig or a branded set should apply a week ahead through the corporation and check the municipal and police position. Avoid Sundays on the beach front.
Can I fly a drone in Puri during Rath Yatra? Not without authorisation. In 2026 the district declared a five-kilometre no-flying zone from 16 to 27 July and routed any drone flight through a nodal officer. Read the notice for the year you plan to shoot.
Does Instagram translate reels into Telugu and Odia? Meta’s newsroom said on 28 November 2025 that its AI translation and dubbing would add Telugu, Bengali, Tamil, Kannada and Marathi, and a 16 January 2026 update said those languages were rolling out to everyone. Odia was not in that list. Check the live feature before you plan around it, and budget a human translator for Odia either way.
If you are planning a campaign in either city and want it scoped with the language, permission and weather lines above already in place, send a brief through the contact page with your objective, budget band, market, timeline and language.
