Influencer marketing in Surat and Vadodara
Surat is a city of makers and wholesalers with a multilingual public; Vadodara, an engineering, pharma and university city known for its Garba grounds. Who buys creator work in each, how Navratri and the festival year shape it, shoot permissions, and what a brief must change.

Treat Surat and Vadodara as two different jobs. Surat is a city of makers and wholesalers: man-made textiles and cut diamonds come out of it for the whole country, so much of its commercial logic is trade-facing, and its public speaks more than Gujarati. Vadodara is a mid-sized engineering, pharma and university city with a palace-and-garden identity and some of the most celebrated Garba grounds in the state. A brief that says only Gujarat fits neither.
Two cities, two different briefs
In short
- Surat makes and wholesales for the country: man-made textiles and diamond processing. Most of its commerce is trade-facing, and its public speaks more than Gujarati.
- Vadodara is an engineering, pharma and university city with a palace-and-garden identity. Its calendar is built around Garba grounds.
- Stock for festive fashion moves through Surat before the nine nights. A creator post that goes live during Navratri is late for the product and on time only for the mood.
- The diamond trade is under strain. Glitter-led creative aimed at it reads badly, so name the audience before the tone.
- Garba grounds are ticketed private events. Filming there is an organiser conversation, not a public-place shoot.
The rest of this guide is the detail behind that: what each city sells, who pays for creator work, which languages are in the audience, how Navratri and the wider festival year run, what a shoot permission looks like, and the lines a brief has to change. Everything below is current as of the week of 24 October 2026. Navratri 2026 had just ended, so the festival notes are written from the far side of it.
Surat sells to the country, Vadodara sells to itself
Surat has two engines and they feed different buyers. The first is man-made fabric. The Textile Commissioner’s own cluster note on Surat describes power looms, processing houses and cloth markets and says the city is known for synthetics. The Southern Gujarat Chamber of Commerce and Industry calls Surat the world’s diamond-cutting centre and India’s most prominent man-made textile industry. In February 2026 the textiles committee picked Surat as one of six sites for a pilot export facilitation centre, aimed at technical textiles and man-made fibre articles.
The second engine is diamonds, and it is under pressure. A DW report from August 2024 traced lost jobs and worker distress in the city to sanctions on Russian rough and weak demand. The Surat Diamond Bourse, opened by the Prime Minister in December 2023 as an enormous trading office complex, was reported by the trade press in December 2025 to have only a small fraction of its offices operating, with some traders citing its distance from the established cutting clusters. Lab-grown stones are a growing part of the story, and a recent trade report describes lab-grown producers weighing Odisha for new plants because of power incentives.
Vadodara earns differently. The city grew around the state industrial estate at Makarpura, set up in 1969, and its chamber of commerce, founded in 1980, describes thousands of member industries making everything from fasteners to complete chemical plants. A 2020 Invest India and JLL report places it in a power-engineering and chemicals cluster with auto, pharma and energy names around it. The tourism ministry calls Vadodara the cultural capital of Gujarat, built on the legacy of the Gaekwad rulers, a palace it says is four times the size of Buckingham Palace, and its gardens. The university is the other anchor: the chamber has signed an MoU with the Maharaja Sayajirao University of Baroda on skills and placements.
The practical reading: Surat mostly sells to other businesses and to retailers across India, and Vadodara mostly employs people and educates them. Neither is a consumer-goods machine by default, so the first job of a brief is to find the consumer.
Who in these cities actually pays for creator work
This is a judgment from how the two economies are built, not a survey of spend, because nobody publishes one. In Surat the clearest buyers are fashion labels that sell direct. A sourcing guide for new ethnic-wear brands notes that many labels on the big marketplaces buy catalogues from Surat wholesalers and add their own tag and photographs. A label in that position has stock and a margin question and lacks an audience, which is what a creator can lend for a campaign. Lab-grown jewellery brands that want a consumer face are a second group, and builders selling homes are a third: real estate briefs work differently from retail and deserve their own read. Sweet and snack houses with a national gifting business are a fourth, because the city’s food is a brand in itself.
In Vadodara the clearer buyers sit near the university and the industrial belt: edtech and coaching brands speaking to students, employers that need engineers and pharma staff, event and fashion businesses that live off Garba season, and hospitality or heritage brands that use the palace and gardens as a backdrop. Employer branding for the industrial belt suits professional platforms better than reels, and that is where LinkedIn creators come in.
There is also a cheaper answer for some of Surat’s businesses. A diamond or fabric trader selling to a regular circle of buyers already works through association meetings, family networks and messaging groups. Paying creators to reach that circle is usually a poor trade. If your buyer is a trader who already knows you, do not run influencer marketing. Fix the catalogue, the credit terms and the messaging group first.
Why Gujarati alone leaves out nearly half of Surat
On the 2011 census a little over half of Surat city reported Gujarati as its first language. Hindi came second by a distance, then Marathi, Urdu and Odia, with Marwari and Bhojpuri behind them. That is the footprint of a trading and weaving city that has drawn workers from other states for generations. The Textile Commissioner’s note puts it vividly: almost every train coach arriving in Surat carries a few people there on textile business.

Treat the figure as a floor for how mixed the city is, not as a current count. It is fifteen years old and Surat has grown. The brief consequence is simple. A Gujarati-only creator reaches the largest single group and leaves a large part of the city outside the post. For a mass-market product, ask for a Hindi version and name Marathi and Odia as audiences if the product sells to workers and their families. For a premium product a Gujarati-led post may be the right call, and the brief should say that it is a choice.
The four largest mother tongues in Surat on the 2011 census

Vadodara reads differently. The municipal corporation describes a Gujarati-speaking city where Marathi, Hindi, Urdu, Sindhi and English are all spoken, with smaller groups using Tamil, Telugu, Kannada, Malayalam and Bengali. The Marathi layer is old: the tourism ministry’s account of the city runs through its Maratha rulers. Students from other states add the south Indian languages. For anything that has to land in more than one language at once, running a regional launch in four languages covers casting and approvals.
Finding each city’s creators without trusting a list
Both cities have creator communities, and any directory shows them: Gujarati and Hindi music and comedy, food guides, couple content, local-event hosts, fashion and wedding content. This guide does not name anyone. A directory’s order is a sort setting rather than a measurement, and listed audience sizes are the creator’s own, whether or not the audience is in the city.
The reliable method is to ask each creator for audience screenshots. Instagram’s help centre says its insights show top countries, top cities, age ranges and gender once enough accounts have been reached, and YouTube Analytics has an Audience tab with viewer demographics. A creator in Surat whose viewers sit mostly in Mumbai or abroad is a Mumbai or overseas creator for your purposes. Checking an influencer’s audience walks through what to look for.
Vadodara’s Garba grounds, and what filming there really means
Vadodara’s Navratri is not one event. In 2026 the nights ran from 11 to 19 October, with Dussehra on the 20th, and the city holds several large, separately run Garba grounds. BookMyShow’s city page lists three bookable ones: the Laxmi Vilas Palace Heritage Garba on the Gaekwad family’s palace grounds, Vadodara Vibrant Navratri and the SARA Navratri Mahotsav. It adds that the Vadodara Navratri Festival at Navlakhi Ground in Anandpura and United Way of Baroda’s Garba are not bookable there. Local press reported that United Way’s 2026 edition, at M M Patel Farm in Atladara, moved to a fully digital e-pass system with ID and a photograph and let only players above a minimum age onto the ground.
Three consequences follow for a brief. First, these are ticketed private events. A creator who walks in with a camera and a ring light is a guest, and the organiser, not the police commissioner, decides what is filmed and what branding shows. Second, grounds sell player and viewer passes. A creator who dances and films is not the same as one in a viewer stand, so the pass type belongs in the brief. Third, Garba is a dress-code event, and traditional wear is the norm. If your product is an outfit, the ground is a showroom. If it is not, the ground is a noisy backdrop where a logo can look like an ambush.
Passes are mostly non-refundable, and BookMyShow notes that rain has called off Vadodara Garba nights before, so keep a fallback day in the plan. Above all, ask the organiser in writing. Sponsored grounds have their own brand partners, and a creator filming your product on their floor may collide with a category exclusive you cannot see.
Garba grounds belong to their organisers

Surat’s Navratri belongs to the fashion cycle
Surat’s Garba has a contemporary edge. A travel guide to the 2026 season describes organised Garba and Dandiya nights around Vesu, Adajan and Piplod, younger crowds, and a city whose textile and diamond trades sustain a strong appetite for festive clothing. The more useful point for a brief is the supply side: the same city fills wholesale catalogues of chaniya choli, dupatta and Garba wear for retailers across India.
That is why the Navratri brief for a clothing label starts in August, not October. Trade reporting on the 2026 season puts stocking and advance wholesale orders in September and early October, so retail shelves fill and shoppers choose in the weeks before the nights. A creator post that goes live while the nine nights are on reaches shoppers who have mostly chosen already. That is the desk’s reading of the calendar, not a measured result. Content a few weeks ahead helps the shopper, and content during the nights helps the mood. If a campaign must run during Navratri, give it a different job: reposts of real wearers, event highlights and next-year interest. Festive-season influencer planning sets out how to count backwards from the date.
The order of a Surat festive season

After Navratri in Surat: ghari, Diwali and the new year
The day after Sharad Purnima is Chandi Padvo, Surat’s own festival, when the city eats ghari, a rich sweet made with ghee and milk solids. An IANS report from 2025 describes shops selling gold-and-silver ghari and taking orders from overseas. Local listings put the 2026 festival on 26 October. For a food brand it is a gifting moment. For anyone else it is a day when feeds are full of sweets.
A festive and wedding year in Surat and Vadodara
| Month | On the calendar |
|---|---|
| January | Uttarayan The kite festival, on 14 January. In 2026 Surat’s events began on 10 January and Vadodara’s fell on 13 January. |
| August | Raksha Bandhan The first festive push at the Surat textile markets. |
| September | Ganesh Chaturthi Stocking and advance orders for Navratri begin. Large immersion crowds in both cities. |
| October | Navratri, then Chandi Padvo Nine nights of Garba. Surat’s sweet shops sell ghari for Chandi Padvo, the day after Sharad Purnima. |
| November | Diwali and Gujarati New Year Markets pause around Diwali. The new year follows within days, with visits and gifting. |
| December | Wedding dates Marriage dates run through the winter with a mid-season pause. Confirm against the panchang. |
Diwali is the commercial peak, and in 2026 it falls on 8 November. The Federation of Surat Trade and Textile Associations issued a notice on 28 September 2026 that textile markets would stay open on Sundays until Diwali, with goods moving. Markets are normally shut on Sundays and on major festivals, so the notice signals that these weeks are for trading and not for shoots. A creator who wants to film inside a market building in this window is asking a shop owner to lose selling time. Book those shoots for the quiet weeks instead.
Weddings sit behind Diwali. The wedding window in Gujarat follows the panchang with a mid-winter pause, and wedding-season campaigns need their own date check. Uttarayan on 14 January closes the run. Gujarat Tourism says the 2026 kite festival began in Rajkot, Surat and Dholavira on 10 January and reached Vadodara on 13 January. Rooftops are crowded and noisy that week, so plan the shot list around the kite hours.
Shoot day: permissions, palaces, beaches and prohibition
Gujarat has a state rule that is unusually kind to shoots. Its 2014 resolution on shooting at tourism, religious and historical sites says that silence from the approving authority for seven days counts as permission. It names municipal commissioners, police commissioners, district collectors and forest officers as the approving bodies, and it says no charge is levied for police arrangements at open sites in public places. It also carves out two exceptions that matter here: monuments of the Archaeological Survey of India, and forest or sanctuary areas. Read the current text before relying on it, because a later cinematic tourism policy covers 2022 to 2027 and keeps a single-window approach.
What the state resolution says about silence from the authority
“If no decision is taken within seven days from an application received by the authority, the permission will be deemed to have been granted.”

The exceptions do real work. Champaner-Pavagadh, which UNESCO describes as the only complete and unchanged Islamic pre-Mughal city, sits near Vadodara in Panchmahal district. A shoot there is a monument question, so ask who manages each structure before assuming the seven-day rule helps. Inside Vadodara, the Laxmi Vilas Palace is a royal family’s residence with part of it open to visitors. Visitor guides report that photography inside is restricted, so treat any commercial shoot as a request to the family’s office and not to the municipality. Gardens, lakes and old-city lanes each have their own controlling body, and you should find it before the day.
In Surat the places commonly used for photoshoots are Dumas beach on the Arabian Sea, the Dutch Garden and the riverfront. They are public or civic spaces, so the local police and the corporation are the first calls. Dumas has been closed to the public in heavy monsoon rain, so a monsoon shoot needs a backup. Inside the textile markets, the building association and the individual shop decide, not the city. On drones, India’s Drone Rules 2021 route permissions through the Digital Sky platform, so airspace is checked there, and a drone over a Garba ground is a separate request to the organiser.
One more difference is legal. Gujarat has been a dry state since its creation in 1960, and the recent relaxation was limited to the GIFT City financial zone. A script with a bar scene, a spirit brand, or a mixer that works as a drink-brand surrogate should go to a lawyer before a creator is cast. The 2014 resolution also says a shoot that needs a prohibition permit must get it from the district prohibition and excise officer.
Before a shoot day in either city
- Who controls the place: a municipal body, a trust, a family, a private ground or a protected-monument authority?
- Is the site a monument or a forest area, where the state’s deemed-permission rule does not apply?
- If a drone is part of the plan, has the airspace been checked on the national Digital Sky platform?
- Does the script show alcohol, or anything that could read as an alcohol brand, in a state under prohibition?
- Has the organiser, shop or venue agreed in writing to be filmed and named?
- What is the closure plan if rain stops the shoot?
Moving people and kit between the two
The cities sit on the same western corridor. Surat is about 290 kilometres north of Mumbai according to its encyclopaedia entry, and Vadodara’s municipal corporation notes that the city is on the Mumbai–Ahmedabad rail line and that its airport connects to Mumbai and Delhi. Surat’s airport got a new terminal and international status in December 2023, according to the government’s own account of that day. Vadodara is also the usual base for the Statue of Unity at Ekta Nagar, which route guides put at a couple of hours by road. A shoot that covers both cities should plan the travel as a day, not as a connection.
Inside Surat the geography is stretched. The big cloth markets sit in the Ring Road and Sahara Darwaja belt, the older diamond clusters are elsewhere, and the Diamond Bourse lies well away from both according to the trade press. A schedule that puts a textile shoot and a bourse shoot in the same afternoon will not hold. Add the monsoon, festival closures and Sunday-opening changes, and the sensible plan is one belt per shoot day.
The brief, line by line, for each city
The one piece of advice that holds for every city is to brief in writing before anything else, and how to brief an influencer marketing agency covers the standard lines. What follows is only what Surat and Vadodara change. The split below sets them side by side, and two paste-ready paragraphs show the wording.
What a brief changes between the two cities
Surat
- Say whether the buyer is a trader, a retailer or a consumer.
- Name two or three languages, not one.
- Put stocking dates ahead of festival dates.
- Keep creative aimed at the diamond trade sober.
- Check the market association’s holiday notice before a shoot.
Vadodara
- Say which ground, which night and who owns the branding.
- Plan for passes, ID and dress rules before the shoot.
- Treat the palace, the gardens and the old city as separate permissions.
- Name the employer, student or heritage audience.
- Keep a rain plan for outdoor nights.
For a Surat clothing label: Our buyers are shoppers outside Gujarat who buy festive wear online. The post runs in Hindi with a Gujarati variant. The creator is a wearer, not a model. Posts must be live at least three weeks before the first night of Navratri. Do not film inside a market building without written consent from the shop. Keep the creative about the clothes and away from the diamond trade.
For a Vadodara event or education brand: Our audience is students and young families in Vadodara. The post runs in Gujarati with Hindi subtitles. If filming at a Garba ground, the creator holds a pass of the type named in the contract, the organiser has agreed in writing, and no competing brand logo appears in frame. A rain-day option is in the schedule.
Questions brands ask
Is influencer marketing useful in Surat if my customers are traders? Rarely. Trade buyers in textiles and diamonds are reached through market associations, family networks and messaging groups. Creator work pays off when the buyer is a consumer or a retailer outside the trade circle, such as a fashion label selling direct or a jewellery brand with a consumer face.
Do I need Gujarati creators for Surat? Not always. On the 2011 census about half of the city reported Gujarati as its first language, with Hindi a clear second, then Marathi and Odia. A mass-market product needs Hindi, and a premium one may choose Gujarati. Write the choice into the brief.
When should a Navratri campaign start for a clothing brand? Before wholesale stocking finishes. Trade reporting puts stocking in September and early October, so content should be live before that window closes. Posts during the nine nights show how the product looks in use but arrive after most buying is done.
Can a creator film at a Vadodara Garba ground? Only with the organiser’s agreement. The big grounds are ticketed private events with their own sponsors and pass rules. Settle the pass type, the filming area and brand visibility in writing before the night.
Do I need permission to shoot at the Laxmi Vilas Palace or Dumas beach? At the palace, yes. It is a royal family’s residence with part open to visitors and photography inside is restricted, so ask the family’s office. At Dumas, the local police and the corporation are the first calls, and the beach has closed in heavy monsoon rain. Gujarat’s 2014 shooting resolution deems permission granted after seven days of silence, but not for Archaeological Survey monuments or forest areas.
Is the diamond slowdown a reason to avoid Surat? No, but it is a reason to avoid glitter-led creative aimed at the trade. Reports describe hardship among workers and a largely empty trading building. A consumer jewellery campaign is a separate job from a trade campaign, and the brief should say which one it is.
Does Vadodara work for education and employer brands? It can. The city has a large public university and a thick industrial belt, so students and technical staff are both real audiences. A creator whose audience sits in the student age range is a better fit than a local celebrity, and professional platforms suit employer branding better than reels.
Does vexo.club have an office in either city? No. The desk is in Delhi NCR and runs briefs for both cities remotely. On-the-ground needs such as a local fixer or a permission request are scoped and quoted before the shoot. To talk through a Surat or Vadodara brief, use the contact page with the product, the audience and the dates you cannot move.
